Are updates working if my app is in a ready “READY FOR SALE” state?

No. Please create a new app store version first. Then, update the descriptions with the App Store Manager. You don’t have to provide a new build in the beginning; it is required as soon as you publish the new version. The bottom line is that only apps in the “Prepare submission” state can be updated.
